My guess is that they can't find people to do specific missions so by doing that, they think people won't notice the change and be able to do the mission they initially want to do.

Yep. I remember queuing up for the Toxic Shock event. When it matched us, the leader was level 23 while the rest of us were all max level. The guy took the trial from the event and put it right into the Program Ultra, lol.

Yeah same happened the other night. We went into Grind the bad apples and as soon as I saw a poster on the wall I quit.
