[BUG] Stun Rig Restore Upgrade Glitch?

I got the Restore Upgrade on my Stun Rig and every time I use it on no one it goes completely on cool-down and doesn't reset the Rig. I also noticed if I hit something like a trap or a ally, it reduces half of the cool-down. I've looked up multiple sources and they confirmed that this upgrade indeed suppose to resets the cool-down.

The upgrade description in the actual reads at follows: "Cooldown time is instantly reduced if no enemy is hit"

Does the Stun Rig Restore upgrade work for anyone else or has anyone been having this problem as well?

I have noticed this as well with fellow players, who have said their's is not working properly either. Same thing, it only works when hitting a trap, which doesn't seem to align with what the upgrade wording implies.
