Report a translation problem
If you already own a game and then try to purchase it again, you're given a key that can be sent out to someone else. You can't have two active keys for the same game on one account.
If someone broke into your account and randomly decided to refund the game (...why?), the refund would process normally like a normal refund. If you purchased the game the second time and it applied to your account normally, then that means the refund went through correctly. You may be waiting on the 3-5 business days for the refund.
But that still begs the question of "why?", unless they somehow thought they could get you to purchase a second copy to accidentally send to them. But the digital paper trail with that is a paved path with roadsigns and landmarks.
Contact Steam support ASAP. This is unusual (if true).
Update your security settings.
Edit: I haven't refunded a game in a long time. When you refund, the money is returned to the payment method used for the purchase, right? So it's not like someone could hack in and then refund the money to a different card.
Edit #2: There are a ton of red flags on this guy's account. If I had to guess, I'd say this is an extremely low-effort attempt to game the refund system and get the game for free. Nobody is going to hack your account just to refund a game.
