There are plenty of other horror games that are in VR, just cause you own a VR headset doesn't mean you're entitled to having games you want in VR to be in VR, some games are made for it, some aren't, deal with it.
On the other hand, if there was to be an Outlast VR game, it would have to be a whole different project, not something added onto any of their current games. Because VR can be hard to work with and they'd have to ensure no bugs, glitches, errors etc are in the final game.
And there have been already great examples with VR Mods. Some with full motion controller support and some with classic gamepad controls but still amazing and absolutely playable in VR from start to finish.

I'm sure they will nail the atmosphere and sound design like their previous games, so I think an exclusive VR game developed by Red Berrels will make me buy a Vive Pro 2 or the Valve Index 2 when that comes out. I don't think it will be worth it on their end though since it won't make nearly as much money as the other Outlast games. one can dream...
not everyone got 800 or 500 $ for a vr, even myself i don't like vr
