After i did this i found that you can just climb into the balcony, but i still cant open the door inside. pretty crazy that this long of a lockpick combo is needed

Can you double check your answer, there is no option for 5 times in a row 3 2 right after the 1 right in the begining. you can do it 3 times max before it hits the limiter.

Hence, skills exists. Maybe level up said skills. Almost as if this is an RPG. Crazy, I know.

You can just use the tool at https://xetoxyc.github.io/gothic-remake-lockpicker/
For every lock.
However, locks with such high move counters are not meant to be opened right at the start of the game, you're supposed to learn lockpicking for those, which make them considerably easier. You will get Items that are overpowered for where you're currently at if you open them with the help of tools/walkthroughs.
