A lot of development time would be wasted on expensive character customization - and "all the other things" you've missed include physique/body shape, muscle volume, pigmentation & scars & tattoos, sex,...
Preferably, the game would support modding, i.e. there would be publicly disclosed documentation about related file formats, data structures, APIs.
The official game release ought to focus on (re)playability, so that especially first time players will be attracted to the gameplay and Gothic IP and won't quit in rage.
Or they can just make the main character like in original gothic and maybe few people will be mad.

That would be reasonable. The furthest i would take is allowing for some light costumization options like changing your hair style and beard, maybe tattoos. It doesn't change much but it's safe to assume a prison colony would have a variety of styles and tattoos. Now a character creator type thing would be too far.
