Xcom as a single player title has (in the eyes of decision makers) less market potential / a greater risk. Jake Solomon is no longer at Firaxis, so who would spearhead the x-com 3development? They didn't even finish xcom 2 and left a lot of threats hanging, so why exactly would people buying CIV make an Xcom 3, just because those titles are under one roof?
It's pretty simple.
They would have made Xcom 3 if it wasn't for Midnight Suns.
If Civ 7 also flops, then the future looks pretty bleak for Firaxis.
Xcom is like Civ a fairly successful and, above all, established game series.
Work on Xcom 3 would almost certainly begin fairly soon. The whole team won't be busy with DLC all the time anyway.
Furthermore, people are interchangeable and there is really no reason why a successful series cannot be continued. There is also Diablo 4 now, but people always wanted to tell me that after Diablo 2 and the departure of some top people there would be no successor.
Xcom was successful alright, but as a single player focused game it has severe limits to monetasation. Apart from that you need to have a big budget to make it a banger. And therefore key for FIRAXIS decision to make Xcom 3 will be if they expect to reasonably make money from an xcom 3 game and not if they earned money on another game.
Support this if you want the franchise to die and the general quality of their games to go down.
