I know that Civ 6 added another leader option for India in an expansion, and did so for several of the other Civs too, but what I want to see is at least 4 leaders for each Civ at launch. If the Civ in question can't muster at least 4 historically significant leader candidates, then maybe it shouldn't be a playable faction to begin with.

And yes, that means that many modern countries, including my own, would never be anything more than a city-state under these constraints, but I personally would still prefer it that way. It just feels more appropriate to the millennia-long scope of the game. YMMV of course.
They can do what Age of Empires 4 currently does with variant civilisations. Each have their own unique units, or districts etc.

Austria: Rudolf IV, the first Archduke
France: Napoleon III, less able but more successful than Napoleon I.
USA: James Polk, who increased the territory of the US by more than any other president.
England: Henry V, one of the few true warrior kings of human history.
Greece: Count Capodistrias, the first regent of Greece.
Byzantium: Basil II, the most badass of all Byzantine emperors.
Rome: Vespasian, who would take no nonsense.
Germany: Otto the Great, the first Holy Roman Emperor.

Never change Pedro II for Brazil, please!

I only accept Pedro I as a complementary leader, and still would be more fair put him for both Brazil and Portugal (where he was crowned Pedro IV), as Leonor of Aquitaine was for England and France.

And no republican leaders, please! They are or incompentents or authoritarian.

I really want to see Israel as a playable faction. Either the Ancient/Biblical kingdom under King David, or the modern state of Israel under Ben Gurion.

Would also like to see the Persians under Xerxes, just to tickle my "role play as the villain" itch.
If we get a new leader for Greece that's not Alexander, maybe we can get Leonidas or maybe a leader from the greek city state of Thebes

I don't need expensive to make, animated leaders. Just a picture will do, then you can have dozens more leaders to pick from.
