You'll need to set the 3d settings, they for some odd reason effect the FPS even though they have no effect on how the 2d graphics look.
So set the resolution to 1080p, then go through and and set all the 3d settings as low as they go. Set the screen percentage as low as it goes if your still not getting at least 30fps. Change to 720p resolution if your still not getting 30fps. Be sure to cap at 30fps unless you find you can get to 60fps.
I really don't understand why the 3d settings should effect how many fps you can get when playing the 2d mode for the game.
