ROW stands for "Rest of the world".
Games are released in multiple regions (EUROPE, North America, RUS/CIS, LATAM, ASIA) and can only be unlocked in these regions.
ROW (along with GLOBAL) falls under a broader spectrum and should be able to unlock in most of them.
GMG usually tells you if a product can't be activated in your specific region.
