My favorite characters are Asellus, Liza, and Rouge, because busted characters are the best.
Annie, if I recall, green shorts, blonde hair, ended up in most my parties and ended up with swords. I guess cause she was easy to recruit.
Gen, also sword. Also seemed relatively easy to recruit.
And Lute, due to easy access, also using a sword, but sometimes martial arts. Not that I liked him.
And Rouge I think ended up on the team pretty often too.
And then the protagonist. I wasn't too adventurous with the mystics, robots, monsters, guns, or usually not even magic... I am realizing I lead relatively boring playthroughs.
So... Annie, Gen, and Rouge. Just cause they were in nearly every party I could think of IF they were available for that character. Although Fuse usually snuck his way in there, but I just saw him as a gun and fist guy and didn't explore that too much.
In normal encounters, group attacks like MegaWindBlast, 2GaleSlash and Haze-to-Wheel are best but they also limit your ability to maximize learning skills and stat growths. There are also very good attacks with ground or sonic property that don't work on some enemies.
The end result is that most of the time, you use "decent" attacks and rotate team members to recover WP/JP/LP.
That said, here's a rough idea of what is good about human characters:
Annie: She's bad with both swords and fighting, but she's fine with guns or magic (like all humans) so while she's the worst human in the game she's ok otherwise
Asellus: She is best with swords but she could merely be considered slightly above average with them. She shares a talent list with both Mei-ling and Emelia, so much of the things that apply to her apply to them as well. She lacks two-sword skill, but has decent endgame talents like Rosario and Haze-to-Wheel. Her mystic transformation lets her cap her stats and turns her into a god if set up right. The only human with Mystic gift, but it's not a big game-changer.
Emelia: Same as Asellus without MysticalChange. In her own game, godly since she's also Liza and Liza is a monster.
Mei-ling: Same as Asellus without MysticalChange. Fairly good gun/magic skill though, among the best -- but remember that all characters can get all gun skills and magic spells they obtain the gift for, and Mei starts with no gifts so you have to get them first.
Blouge: Somewhat anemic at martial skills, either worst or second-worst in the game after Annie, but has Realm gift so he'll always be useful since Realm magic is great. Their gun/spell learning is so high that they can learn spells and gun skills generally 2-3 tiers earlier than other characters. In other words, if you're building Blue or Rouge to be a fighter, you're wrong, use guns instead. Obviously, the twins are identical.
Hamilton: As her initial skillset suggests, she's more oriented towards swords. Not as good as Emi/Asel/Mei with a similar skillset. Comparable to Red but with a slightly better skillset. In other words, sort of ok without any uniqueness.
Fei-on: The second-best martial artist in the game but there's a huge distance between him and Liza. Honestly, Fei-on is closer to Lute than he is to Liza. Still strong, as fighters go. Somewhat one-trick since he's terrible with swords, like rivalling Annie levels of bad.
Fuse: An absolute god. Better with swords than fighting in the long run and starts with the Mind gift so you don't have to wait for him to get it. Mostly hampered by the quest to get him, it's hard enough that you won't get him without needing to grind him quite a bit. Obviously in his own game, simply *being Fuse* at the start will be a big advantage. He's a super strong character and good at everything.
Lute: An average character until the endgame where he reveals that he was holding back the whole time with talent for 3 of the best fighting skills plus GoldHand, one of the best combo linkers. Barely acceptable with swords, but worse than any decent sword character. His lack of midgame is a pretty big worry, but like all humans you can always learn guns or magic or both.
Roufas: He's extremely strong, somewhat like Fuse but not quite as strong overall. His lack of Deflect talent is a bit head-scratching, so he may be better as a fighter, since he gets all major essential skills there. The second-best gun/magic character after the twins. Overall pretty excellent.
Doll: She's not really good at anything. Her best non-magic/gun niche is fighting, but she just barely checks the boxes there with SwayBack, Corkscrew, and GoldHand but is missing tons of other skills. Pretty much worse than Roufas in every way and is only better than Lute in her gun/magic learning. Overall meh, but she's human and available early for the one character who can get her (plus whenever she's available in Fuse's game)
Red: Basically Emel/Asel/Mei in terms of his sword skill but without the lucrative endgame Haze-to-Wheel. Much better at fighting, but it falls apart a bit in endgame with only SkyTwister. Pretty gimp without Alkaiser skills, I honestly think Lute is a better character.
Liza: Far and away the best fighting character, but on top of that she has some usable sword skills too. What the hell, Liza?
Gen: Basically every sword talent in the game. Also respectable fighting. In other words, an absolute terror.

Red - 3rd
Rogue is a hard 4th fav. If I was able to choose a fourth.
I always thought Blue was one of the best characters, and he's campaign was pretty cool, imo. But that might also be because Blue becomes SUPER op. lmao. XD
Blue is kind of a scumbag who has no moral qualms about killing Kylin, who creates an isolated space to protect and nurture abandoned children. He outright refuses to help Red when the Cygnus is under attack, and is in general kind of an ♥♥♥♥♥♥♥ to everyone he meets.
Rouge on the other hand is a stoic but kindhearted guy who helps basically everyone.

No. 2 is Emilla because I think her whole cosplay gimmick is actually pretty neat given her background and her whole scenario has this low-key Kill Bill vibe that I dig.
No. 3 is Red purely because his theme song is FIRE. Did you know there is a version with LYRICS?
