Are they ever going to make these DLC characters?

We're coming up on a year since release now and, to my knowledge, we've not heard anything about this content sold in the Bite Back edition of the game.

Upon a bit more digging I found an article stating that says they are planned for 2024 but didn't really comment on them in any way or state when

They'd probably have to refund money, maybe.
Although devs chopping out content players paid for isn't entirely new in the industry, thanks to Destiny 2. Remember the Red War?

It probably wouldn't even hurt them that bad financially to mass refund everybody who bought the bite back edition but there's a terrible optics war to be lost there. Where as it looks good if Xbox sticks with a struggling game and delivers what was promised despite there being little point, it would look awful if they just pulled the rug and I think that reputation hit is worth whatever shoestring budget they have allocated to this game now.

There is a very real chance it wont come out. Other games lied on their season pass from poor sales like Empire of Sin did.

People wont spend money for a court case over 70 dollars.

In a situation like that you'd probably have a firm take it for a percentage of a class action
