Draconic Matriarch and how to get/what it does?

Can you only use the Ashen Leaf version of the Dragon TF to get the Draconic Matriarch perk and what does it do or is it just another fertility/virility perk?

no you can't sadly but you do get to be come a badass dragon so there is that

TL:DR: Yes. It makes you eggy.

Consuming the corrupted version of the dragon TF item can give you four different perks depending on genitalia. Corrupted Stud for penis havers, and Corrupted breeder for vagina havers, each increasing virility and pregnancy speed based on corruption stat respectively.
Fertility+ comes after and seems like it only occurs after you have the other two perks, but I'm unsure about that. It raises fertility by 15% and ♥♥♥ production by 50%.
Draconic Matriarch you do get, but only after all three other perks beforehand (at least from my limited testing). You produce eggs once a month that will be passed either sterile or fertilized to hatch into wyrmlings at Gwyn's. Because of the other perks and the fact that the corrupted TF item gives you flat corruption for every one consumed, you're going to be VERY fertile and have VERY quick egg growing sessions by the end of this.
As you might suspect, you won't get any of these perks if you currently have the Sterile perk. Evergreen can help with that if you have it.

It also sky rockets your libido, so either have a lot of Ice Wines on hand, or be ready to have the Pent Up debuff regularly.
