Off-hand weapons

I actually did search for this, but steam leaves a lot to be desired for its search function. So I enjoy playing a dual wielding thief, basically two daggers, and an off-hand penalty makes sense. I get that. It's the same in D&D. That said...I have never, not once, hit with my off-hand weapon. I may as well have kept using a shield, because the second attack does 0 for me. Is there a way to up your accuracy of the off hand...or at least a off-weapon that doesn't invoke the -15 accuracy penalty that seems to make it impossible to hit? I guess it can be fixed somewhat as I level up, but early game, two weapons just seems impossible (and I'm only guessing at the higher level things, its been forever since I played, so started a new character)
