Where can I find her for example? I would like to do the new content.

Yes, if you didn't go in and speak to her after witnessing her getting a bj, I believe you lose access to her.

I don't think their is an NPC named Eira in the game thou one of the two daughters of Evergreen you can interact with is named Meira and she had gotten new interactions after you meet some pre-recs.
