Really, the only better time to start a new game than "right now" is going to be when the game is out of early access.
Well...yeah, that's my whole point.
The best time is now, and the only other good time is at some far off point in the future we can't actually predict.
Other than those two points I can't really see any reason any given time is better than another.

They have internal roadmaps that aren't released to the public, apparently. You can claim that this is as good as no roadmap, but that's the public stance.
