Probably just an early development decision that ended up not making any sense in the current game environment.

honestly I still have no idea why they left out the option to run about in ones Birthday suit. It's something I'm legit kinda sad about to this day. T_T

Mechanically, it's very strange. Instead of naked being the default state and simply giving no modifiers, they picked an arbitrary "average" level of clothing and made that the default. So if you're wearing very light clothing, you're actually given a dodge bonus and might have a cold resistance penalty and a bonus to seduction attacks.

From that perspective, being naked would give you a massive dodge bonus, a big cold resistance penalty, and probably a huge bonus to seduction attacks. Zero damage reduction, too. Why is it not an option? I have no idea. In a world where people have sex every time they go out to pick berries, it wouldn't be hard to say that someone being naked in a town definitely wouldn't raise any eyebrows. Even if it did, it could still be mechanically allowed (with appropriate events in cities if you run around naked) or could be an option outside of cities. Basically there are plenty of ways to make it an option, and even a mechanically viable one.

Not that the stats on armor makes any sense regardless. Wearing thick heavy combat hides gives you a penalty to cold resistance, but a fishnet bodysuit or super thin dancer's silks give no cold resistance penalty at all. Comfortable clothes and kimono give far less dodge bonus than lamellar armor or a heavy leather coat. A ridiculously heavy giant breastplate gives less damage reduction than a leather jerkin or mail bikini.

This is very much a "we do what we like, it's a crazy and very unrealistic game, things don't have to make sense" development team. If they decided that they don't want players to be able to be naked, that's just the way it's going to be, and there's not going to be any logical explanation for it.
