I think gifting works, but there used to be a way to add games that aren't available in my region to the wishlist (via the browser instead of steam itself) that I think does not work anymore (games do not show up anymore). Hopefully someone finds a new way around the restrictions, it's a little annoying when you want to buy a game but can't and then just either have to not play it at all or to download it elsewhere.
