Not everything should, and more importantly, can be free. There's no such thing as a free lunch. Games like fortnite, marvel rivals, or any F2P are able to exist because they pump out cosmetic content on a daily-weekly basis, able to make more off some skins than what full game releases make. It takes a lot of dev time, and more specifically, it comes down to the genre of the game. Battle royal or multiplayer games are able to take advantage of this much better because of people's desires to always look the coolest or have the best stuff. In this game, the only incentive is gameplay.

Also, if you are that desperate to play the game, it's not hard to sail the high seas.

And an other thing the last person who made the same mistake your making, well...... lets just say they got dealt a lot of karma after they were abusive towards their boss who had been Under Cover at the time, and from what I heard, the boss made sure that person wouldn't be terrorising the staff of the company and it's costumers any more.
(that part is just to make sure that you'll stop judging a person by what they type! and yes ,it was a reference to one episode of Under Cover Boss)
