Spotlight at Fire Station stuck at 97%

Im completely stuck at the Fire Station, its at 99% cleaned and the only thing not completely clean is the front right spotlight. The Spotlight is at 97% cleaned and its the last thing that needs cleaned. Ive cleaned above it, below it, from side to side, cleaned the front glass, made sure everything around the spotlight is clean from the wall its on to the roof and trim all above it. Ive used the metal cleaning soap on it, sprayed it with different kinds of nozzles and its just stuck. Ive quit and reloaded the game a few times as well and no change.
