I tried with the settings maxed out and also ultra low.. no difference.

Then edit the top line of GameUserSettings.ini to super sample further:

I also prefer to set the in game post processing to Medium, and again, use FXAA not TAA.
Now the game will still look a bit grainy on some grass types, but the overall clarity should be much better.
One of the best settings in the game's video settings is post-processing. Dial that down. Another good one is effects -- try lowering that as well.
