How many 1-member groups are you seeing in a habitat region, compared to groups of more than one?
An example of the African buffalo is a dagga boy: "A dagga boy (“dagga” either refers to mud or is a slang term for crazy) is a bull that has left the breeding herd in old age. This could also be related to replacement spawning delays. Just like when we go through that period where map seems full of nothing but level 1 Youngs.
After killing many low fitness animals over a short period of time, it will take a few days in game for all those replacements to age.

Their latest PR says, "single animal herds are the perfect gift for the wandering hunter. Herd management for single unit herds is a bonus, because if you harvest them, they just come right back; they may not be more robust, but they respawn as other herds do, so take, or not, the MHC is here to help."
