There can be several reasons why. The most plausible, I think, is that it would be a big challenge to incorporate elephants authentically into a hunting game. And I think it's better than trying something that doesn't turn out well in the end.

The devs have stated several times on their Discord that there will not be elephants, so we do know for sure.
Too afraid? You can't count the ethical/moral part of coding a game for killing an animal that does not flee from a single human?
Easy to hunt, peaceful creatures, unethical, endangered.
Same goes for Giraffes for most items.
Outside getting near one Elephant, pointing a 700 Nitro Express into their heart and clicking... It would be, from the start, an exercise of sadism rather than 'hunting' in this setting.
Truly would be disturbing.
Their huge size, slow movements and social behaviour is very nice to watch even if you cant shoot them !
Perhaps include an elephant in a story where you have to search and shoot a wounded ?
But Africa without elephants is just , meeh
