i run all my games on DX11
In the release notes for one of the recent Nvidia drivers (6 months ago?) it said something like 'Dramatically (they used that word) increased DX12 performance for RTX 30xx and above GPUs'.
The game runs in DX11 as default, so put -DX12 in the launch properties for the game in Steam (right click game in library and select properties to find the command bar). Or -d3d12 like scar4u said
ah i think i have it as std. Direct 3D 12_1 my Nvidia system say...thats why i never noticed a difference with this -dx12 command line :-)
I do notice about 30 fps better on a 12900K and 3090 GPU, how ever the fps jumps up and down , im playing everything on high and run it in 1440 with 120-160 fps.
But i do feel the games just feels better in DX11 as the FPS are way more stable.

One player had a similar issue, but verifying game files fixed it. Can you please try it too? Right-click the game while it's closed -> Properties -> Local Files -> Verify Integrity of game files. Then launch it again and see if it's fixed. If the issue persists, can you please report it via the link mentioned above, please:
There should probably be an option in Steam to get the message back if you checked the box to not see it anymore. Would be strange if not?
I always keep those pop-up messages in games enabled though, so haven't looked into how to get it back myself.
