How to get to the basement?

I got the impression you would gain access after the cinnamonsky mission.

I'm fairly certain it's bugged at the moment there are a few comment threads talking about this. I also cannot access it despite Noah telling me to go check the mailbox, apparently someone did some email quests then it popped in his mailbox after a while. However, I've done 4 quests since then (story, Job, and Property quests) and nothing has changed.... ALSO isn't it weird how the story just ended after that point? like I completed April's quest-line before finishing that and now there is NOTHING else to do. Besides report to Timothy about Cinnamonsky. But it seems like there is WAAAAAAY more to the story that is just locked behind a bug and its honestly frustrating.

And the "WARNING" posters that just randomly pop up after April's quest despite disproving the virus being a thing... either Noah is still on it or its bugged, because I imagine that would've stopped after the whole quest-line ending...

The Quest line continues. It just takes a while in game for it to do so.

I finished the story mission a long time ago in September and had a short stop there, and thought it was a bug but it wasn't like that. I don't remember exactly what the order was, but I couldn't go down to the basement before I had completed all the tasks. I think it was something with a certain amount of goat meat that I had to deliver and hadn't done. Then I could go into the basement and the story continued for a while.
