If you have 300 meals in storage, your cooks won't cook as there's no need for more meals. I'm not sure what their threshold for how few meals constitutes cooking more but I've seen others post this as well. I started with so many meals I didn't even assign a cook for awhile, keeping that one as a laborer instead to help build and maintain things until stores of food got low enough to have someone change back to cook role.
The real question is why they're not eating the meals you have - where are they stored? I kept mine all on shelves in the warehouse (as they start out with by default) and everyone would just go grab a meal and eat wherever. I then moved the shelves into the proper ruling house dining room and half into the noble 'kitchen' zone as designated. They ate from both just fine.
I had stacked shelves in both the warehouse and the kitchen zone and they were eating from there just fine.
It seems to have just been a bug though, I closed the game yesterday after this because i didn't want them to starve and just started the game up again and they took the meals just fine.
Had a few other bugs come up like people starving while being unconscious or starving while vandalizing if not stopped by guards, so i'm not too surprised about that i guess. :')
I think I have seen someone else post a question on how to get cooks to cook or people to eat so there definitely seems to be some kind of bug with the new 'kitchen' zone though I've not seen it in two different restarts I've had. Good to bring it up to the devs attention though!
I do bedroom first in my manor, only bedroom, do it straw, then upgrade it later to nicer mats. And about time I get to where I got inn that is decent, I order building of a dinning room for my manor. Not sure if they use it never watch them much, but I don't see them starve, its always people starving who sold all the food to passing caravan lol
