There is a melee weapon with infinite durability: the Knife, and it's actually one of the most useful weapons in the game. Despite having the lowest damage, it can still instant kill any non-armored enemy if you hit them before they notice you.
So if you use Knife for stealth kills and stronger melee weapons for direct combat, durability isn't a problem. You also have Repair Kits, basically the "ammo" for melee weapons.
Melee would be OP without the durability handicap. If you want the perfect melee weapon, there's the Brute Club (3 damage + infinite durability) but it's an NG+ exclusive for obvious reasons.
