Long Answer: That someone was probably erroneously referring to the Force Mobility skill at lvl 51 that used to be a pick for all 3 disciplines to allow you to use Thundering Blast, Innervate and Force Leech while moving. This skill is now limited to the Corruption discipline to let you use Innervate while moving, because the other two disciplines have it already baked into their respective abilities. The only real equivalent to what you mean is that the Assassin tank spec gets its Force Lightning ability replaced with Depredating Volts and that one can be used while moving.
No, there wasn't. Not at release and not since then. The only thing that exists to this day is that the Madness discipline reduces the cooldown of Force Lightning to zero so you can chain use it, but you always had to stand still while using it.
