it never worked like that. i mean *partially* it did.
by buying 1 month of subscription, you get access to all story content existing in the game at the moment, or released later in that expansion (or main version of the game), and you can access them even after your subscription lapsed, both on existing and new characters, on any server
so, we are in "The Legacy of the Sith" expansion, which is version 7.* of the game. they released the initial 7.0 version back in Feb 2022, with some story content. later on they released new story parts, with 7.1, 7.2 and so on, and even if your subscription lapsed in March 2022, you got access to them.
basically, until version 8.0 of the game hits, you get access to all story updates and areas, planets, whatever, even if you are not a subscriber (I mean, if your last subscription lapsed after Feb 2022)
this of course isn't true for raids, simply because participating in raids require a subscription
