Why? because to quote the previous poster "Considering it is an MMO and Files are always checked to make sure they and the servers match up completely and 3rd party programmes are usually detected with in game tools the developers have as these 3rd party programmes attempt to interfere with the game service that is provided as is, these almost always lead to a suspension or a ban of the account when detected. addons are different than the mods that would change things in the actual game like op was stupidly asking for.
I don't know of any regular MMO that allows people to have it modded, as Demiurge mentioned above.
