As far as I understand the delay is to allow them time to polish the expansion. Changing existing player class may or may not fit within the scope of that, depending on how much spaghetti code player class is buried under. I don't know how much (or even if) SWTOR development is hampered by it, but a certain other flagship AAA MMO has a long history of "can't do that without breaking everything" lol.
There is one major exception, though. If you have a Force character that has earned alignment points towards the opposite side, you will be given the one-time chance to swap to the opposite alignment equivalent for your primary Combat Style when you log in after 7.0 is out. For example, a Jedi Guardian with dark side alignment can swap to Sith Juggernaut as his primary Combat Style for good and pick a different one as the second Combat Style as long as you are a subscriber.
The important thing is that the existing Force character must have at least 1 point towards the opposite alignment BEFORE the expansion is out in february.
Correct, Tech classes will not get the chance to swap their primary Combat Style.
