For most players it's a good game to come back to once or twice a year to go through those updates, but it doesn't have enough content to the main MMO for most players. However, for new players there's a ton of content if you get into Star Wars stories. It's probably 200 hours of story to see everything if you don't skip the dialogue, more if you choose to play alts (the 8 origin stories, dark vs light side, male vs female voice acting, etc.).
most people use the og SWTOR launcher and not Steam but that doesn't mean the game is doing very well. A Star Wars MMO should be huge and timeless but it was horribly mismanaged by EAware for a decade
That alone is the biggest turn off for new players.
They should have done a full-sweep credit wipe across the board, but they didn't. They should have done several rollbacks, but they didn't.
This game is on it's last legs.
