If you used your Steam Wallet, many games have shifted to a 'you don't get your stuff, until they actually get the money'.

They changed to this policy because in the past a few bad players would buy something via their steam wallet, instantly get the item in a game and then go back to steam and cancel the purchase thus ripping off the game company.

So once again a few bad eggs messed it up for everyone.

I think the wait time under this policy is generally only a couple of days til steam transfers the funds, but could be up to a week.

So either Immortalis situation, or the wait situation is the reason.

Since CC are NON refundable you are full of something. Regardless of the pay option if it showed your purchase complete then it should show up in game. Having bought CC many times from steam, It has never taken more than a few minutes to show up in game. That said IF you are logged into the game with an active character they will not show up until you log out and then back in.
