You're right, the number should be checked -- it's probably more like 99.9999999999999999999~%, rather than just 99%.
palworld had an average of 1,146,059 players in january and currently only has 18,241. I take palworld as an example because it was very popular.

Try to remember that more populated servers exist and keep in mind that instances obfuscate the true player count at any given time. Even on seemingly dead servers such as yours, there could be hundreds or even thousands of players dotted across various instances.
But that seems to be one of the asinine consequences of social media taking over and prescribing how to think.
The Fleet is the most commonly used frame of reference regarding a servers population, but it's only a small sample size in comparison.
I do agree; however, it is somewhat helpful to know when jumping into an MMO if your intention is to play with other players for raiding, PVP, etc...
Regardless, Steam player count is hardly ever useful in determining whether a game with an official launcher is populated or not. It's always better for players to try the game themselves. If we were to go by Steamcharts like these people, we'd think OSRS was dying:
