All I can say that there is at least four, since that's the number of accounts our family uses, though one was active only to get our guild formed.
Regardless, that somewhat puts things into perspective of how the official browsers of MMOs can potentially have far more players than Steam.

What do you want me to say? I would say there's only a few hundred active on star forge. It's pretty dead. The raid scenes become a total joke, so most people have left on those grounds.

Now how many are outside of steam I cannot say. But what does it matter. these numbers are from

And those players are spread across 6 servers.
Mmo population last update was 2014 my guy. Crazy outdated and wasn't even true at the time.
If 60% of the total players are Steam players, then the total player count in the last 30 days is 60/40 * 7584 = 11,376. The non-Steam players are 40% of that = 3,792.
I think there's a few reasons why existing players switched to steam. First, when the Steam version came out a lot of players switched because the old client had very slow download speeds compared to Steam. Second, some players switched to Steam just to have all their games in one place or because they liked Steam features like playtime tracking and achievements. Third, some players had problems with the old client, especially on newer computers and were advised to play on Steam instead.
As far as I've heard, the new non-Steam 64-bit client downloads as well as Steam and has worked better for some players, so there isn't much incentive to switch these days.
