Have to accept ToS each time I login
Is this happening to anyone else. Every time I launch the game and login I have to accept the terms of service. Anyone know how to fix this?

I had it too, but i followed what is says in this thread here and it worked. https://forums.swtor.com/topic/931246-eula-bug-fix/

It doesn't take that very long to do.

Re downloading is not an option for me, from any source. I have rural internet.
If the game is offered on Steam it needs to be fixed on Steam.
This appears to be a long running recurring issue with threads as far back as 2017, that I have found. With someone the size of EA on this game, failure to address it is just disrespect to the playerbase, not a resource issue

You don't have to fully download the game again, read the text in the link provided. When in doubt, read again.

I just looked into this and it does work.

From that link here is what is mentioned.

Note: it does point out on step 4 you do not need to finish downloading. Just do some copy and paste.

Had this issue for quite some time as well, somehow your approval is not saved, but this solution worked like a charm:

1. Download the client from swtor directly, not from steam.

2. Install via the client and start it.

3. Accept EULA agreement, the game will start downloading.

4. Once you have accepted EULA a file is created in the SWTOR folder of the new SWTOR client, should be found at C:\Program Files (x86)\Electronic Arts\Bioware\SWTOR and is called eula.settings. You can stop downloading the game now.

5. Copy the eula.settings file into your SWTOR folder, for steam it's C:\....\Steam\steamapps\common\Star Wars - The Old Republic.

6. Start SWTOR, normally you shouldn't have the issue anymore.

A year after last post and this is still happening, no fix on Steam's end.
So, if I am going to download the launcher directly, why use Steam at all then? Creating a text file at launch seems a pretty easy fix, but if Steam can't be bothered, why give them a cut of my sub fee? Accepting that YOU need to fix THEIR bug, when YOU are giving them money SOLELY because they are supposed to be MORE convenient than using multiple launchers, even if it is an easy workaround, is why they feel confident they do not NEED to fix their own problems. Losing money WILL get the point across though. Been a Steam user for many, MANY years, and this is far from an isolated incident. Literally DOZENS of times I have experienced bugs like this where Steam does nothing, and the players have to find their own fixes, Having to spend time searching for, and implementing, my own fix is NOT convenient, and exactly the kind if inconvenience that I am letting them take a cut of my subs/purchases to avoid.

This will permanently fix it until Broadsword focuses on something other than monetization and actually does something to fix the issue: https://steamcommunity.com/sharedfiles/filedetails/?id=3286345451
