Helmets are only disabled in cutscenes where the devs felt it was important to have them off. Many conversations with your companions disable helmets for example but they're never disabled 100% of the time.
I've also experienced this bug where the helmet is just off during many cutscenes despite not being companion or kiss compatible conversations.
I don't think it's a bug. I think you're just experiencing cutscenes that are set to have your helmet unequipped.
If you want to know if it's bugged or not create a new character. Esc out of the opening cutscene. Go into your collections and grab a set of gear that has a helmet. Equip the helmet , restart the cutscene and see if stays equipped or not.
The opening cutscenes don't disable your helmet from what I remember so it's an easy way to test if you or its bugged or not.
Google results show that there's a problem with the outfit tabs, the hide helm option, unifying colors, etc, but nothing I saw shows it to be a permanent thing that there isn't any work around for. Swap outfits, uncheck and recheck the hide helm option, unify colors un-unify colors.

By the same logic one can Google it and find a solution for it.
SWTOR is filled with bugs, what's worse are ones that have no solution, this specific one does have a solution.
There are also some situations where it's not a bug and some people just have the hide helmet option selected without knowing it.
I personally don't care if you think the bug is less significant than others. That's not my problem.
another: years ago twi'elk lekku were so light that once a fast enough elevator is going down the lekku would go up and end up rag dolling from the twi'lek's head.
The capes clipping through the PC's torso is still around. So is flailing hair, and you can see that one right from the start in the warrior intro cutscene.
