Can you own and fly ships in this game.

you get a ship and can tell it go to different places, but you don't fly it yourself. There is galactic star fighter, where you can fly the ship in combat doing different missions, and upgrade it to perform better. Not sure how popular it is, as I don't believe they have done anything with it since launch, and I myself have only done a couple missions in it.

There are PVE missions where you can upgrade your class ship (but no customization), and there's PVP space combat with multiple choice of ships that have color customization and upgradable weapons, boosters, and general abilities.

the pve space combat is a dinosaur and it acts like it. i haven't been near it in years.

You might want to check out SWG: Legends or SWG: Restorian 3, Old but still the best space fight action I know of.
