Merc healers are often a great picks in OPS especially NIMS, while Sorcs are a great pick for ranked
Sorc is the strongest overall because it has powerful aoe, burst and throughput. Their resource management requires gcd's but ultimately that's not much of a requirement.
Op is the strongest AoE healer, with hots and strong aoe heals. The problem is they run out of energy too quickly and lack effective tools to quickly recover it should things go wrong for 30 seconds or longer.
Every 8 man raid is stronger having a merc/sorc combo so while operatives are fun to play they're weaker than the rest in a majority of content.
