That's not how I read it. They made it very clear during the livestream that all "Tech" classes will be able to pick all tech combat styles and weapons but none of the "Force" abilities/weapons:
-Commando
-Vanguard
-Mercenary
-Pyrotech
-Gunslinger
-Scoundrel
-Sniper
-Operative
-Blaster Pistol
-Blaster Rifle
-Sniper Rifle
-Assault Cannon
Conversely, all "Force" classes will be able to pick the combat styles and weapons of all Jedi/Sith classes but none of the "Tech" classes:
-Guardian
-Sentinel
-Juggernaut
-Marauder
-Sage
-Shadow
-Sorcerer
-Assassin
-Single-bladed Lightsaber
-Two Lightsabers
-Dualsaber
-Vibroswords
So no Jedi with a pistol or Trooper with 2 lightsabers, but we will finally be able to play a Dark Jedi Consular with a Dualsaber that can shoot lightning from his fingertips.
They only announced all the new stuff planned for the 10 year anniversary without going into detail. The details will come over the course of the next months until the release of the expansion in December of this year.
My guess would be that this is only sub-locked in the sense that you need to sub one month to unlock the new expansion, but you will keep combat styles even if you become Preferred after that.
Those changes will most certainly be flexible and also applicable to all of your existing characters, because they will be decoupling combat specs from core class story progression in the process. So yes, you should be able to play a Bounty Hunter that can wield a rifle/vibroknife and use the Operative Concealment spec tree for combat, and with the press of a button you will be able to change your loadout and play the same Bounty Hunter wielding a blaster/scattergun and using the Scrapper spec tree like a Smuggler Scoundrel.

Not really remaking the combat system, just decoupling the story of a core class from the available combat mechanics through your advanced class. It won't be possible to completely mix and match weapons and powers and there will still be some limitations (Tech classes can only pick Tech disciplines and Force classes can only pick Force disciplines, Weapons will still be tied to specific disciplines), but with this change you can for example play a true Fallen Jedi using dark side powers or a Trooper using a Sniper Rifle with the Marksman discipline.
If class powers and weapon types can cross factions, then it really is the biggest hint towards actual meaningful storyline change where choices matter. This way your sith can forsake their ways and become a Jedi and train to use Jedi powers.
