I think it won't work that way because F2P can still accumlate free cartel coins every month using the SWTOR security code generator app in Apple or Google Play stores but they won't get preferred status until they purchase cartel coins or subscribe then unsubscribe themselves.
If you gift them STEAM card and make them buy it themselves, then I think it will work that way.
As for the question wether *gifted* coins can be used to unlock Preferred, I do not see why they shouldn't... after all, SWTOR just sees 500 coins being present on the account, not where they came from, and as long as the Cartel Store purchased is claimed (i.e. paid), it shouldn't matter where the Coins were originally bought and by whom.
What I can say with certainty is that there isn't any requirement to buy the coins directly via SWTOR.com for this to work, as those from Amazon et al work just as well, so, again, I don't see why gifted Coins shouldn't work also.
