May have several reasons, in general it's a connectivity issue.
Start with these as these are things you can do on your own PC:
- Run the game as administrator (always)
- "verify game data" on Steam - this checks the launcher for technical errors. In general this removes the game data but since you haven't downloaded anything yet, this shouldn't be an issue.
- check that your game is allowed through virusscanner / firewall

If these are okay, and if you can log in in the launcher, check if the Options (cog) - repair action is available (probably not).
Please post some of the latest lines of the launcher logs. You can find them in your steam folder:

Can you download the file yourself? So this one from the log:
http://cdn-patch.swtor.com/patch/movies_en_us/movies_en_us_-1to0.solidpkg

It seems to be a DNS issue, but I'm wondering why this should work normally on the SWTOR launcher and gives an error on the Steam launcher. Almost as if they use different ports (but they don't).
Does it really work on the normal launcher? You said you deleted it, but if you'd reinstall it, do you get the same error or not? You could try to flush DNS cache, maybe it helps, but other than that, I do not know enough of connectivity to be able to help here.

If you are not able to install via the normal launcher either, contact bioware via the Technical support forums or by email.

whenever i try to click on the link you passed me,it tells me that ''you couldnt access this webpage''
Frans Sep 10, 2020 @ 10:06am
Yeah that's a DNS problem. You will get the same issue with the old launcher.
Try flushing DNS ("ipconfig /flushdns").

already done TT_TT

Can you do a nslookup and post the results?

> nslookup manifest.swtor.com

on the command window?
Frans Sep 10, 2020 @ 11:04am
Yes, open with cmd.

If it doesn't find one, you can force it to find one via e.g. 8.8.8.8:
> nslookup cdn-patch.swtor.com 8.8.8.8

It should return something. If your own DNS cache is flushed, it depends on your provider when it updates.

mmmh well, the good part is that the TTL for routers is rather short, so *probably* tomorrow it should work. But else, you may want to check in on EA technical support (as I posted above).

Did you solve the problem?
Im having the same issue
Frans Jun 1, 2022 @ 6:57am
Did you just necro a 20 months old topic?
For real though, it would help (mostly yourself) if you also followed at least the first steps in the response chain, i.e.:
