Report a translation problem
Start with these as these are things you can do on your own PC:
- Run the game as administrator (always)
- "verify game data" on Steam - this checks the launcher for technical errors. In general this removes the game data but since you haven't downloaded anything yet, this shouldn't be an issue.
- check that your game is allowed through virusscanner / firewall
If these are okay, and if you can log in in the launcher, check if the Options (cog) - repair action is available (probably not).
Please post some of the latest lines of the launcher logs. You can find them in your steam folder:

It seems to be a DNS issue, but I'm wondering why this should work normally on the SWTOR launcher and gives an error on the Steam launcher. Almost as if they use different ports (but they don't).
Does it really work on the normal launcher? You said you deleted it, but if you'd reinstall it, do you get the same error or not? You could try to flush DNS cache, maybe it helps, but other than that, I do not know enough of connectivity to be able to help here.
If you are not able to install via the normal launcher either, contact bioware via the Technical support forums or by email.
Try flushing DNS ("ipconfig /flushdns").

If it doesn't find one, you can force it to find one via e.g. 8.8.8.8:
> nslookup cdn-patch.swtor.com 8.8.8.8
It should return something. If your own DNS cache is flushed, it depends on your provider when it updates.
