So you bascially want to ban people for wishing to have a much more supportive and helpful general chat, minus all the junk that's mentionned in the OP, you know [...] the ONLY place where EVERY SINGLE (random)players can ACTUALLY CONNECT.

now to be little bit more formal, fair and not trolling:
have you ever seen old xroads chat in wow?
have you ever seen what happens in lotro when you mention "ananas on pizza" on global chat?
have you ever seen chat in L2?
if you dont like not-so-politicaly-correct jokes, just ignore them, also, personaly i have usualy seen helpfull players on starting planets and only DK is xroads of SWTOR.
IF SWTOR needs something regarding chat, some /advice channel would be more helpfull than restrictions and censorship (i need to say that there is difference between bad joke, sarcasm and plain and straight racism and that stuff, that i usualy report, but most of the time i have seen only bad jokes and sarcasm), its allways better way to give something than take something.
Now this part is just my opinion: i think that biggest issue (as part of corporate management class i hate word "problem" :P ) of SWTOR is F2P, and most of those immature and dumb players are in starting planets, DK and fleet, the closer player is to endgame, the better chat and player behavior gets.
SWTOR can't even afford to fix bugs from 5 years ago, they definetly can't afford to hire a chat moderator full time.
Good old Goldshire and Barrens lol, I remember playing Horde on Moonguard(RP) and i made a human toon and ran him to Lions Pride Inn I went inside and I couldn't even turn my character around there was so many people in there, I just logged him off and deleted the character lol
Only thing people got triggered by was when people asked questions about quests. Of course you'd see that question 100 times a day.
These kids aren't original or funny. It's the same repeated crap over and over. Things like saying the n word in various ways, repeatedly saying "Trump2020", or saying covid is fake.
Hell, if it actually were a decade ago, people would have at least been creative enough to make racist remarks about aliens (with in-universe words), compare actual politics to in-game politics (something like "Vote Saresh"), and say something along the lines of "rhakghouls aren't real". That's not what these little kids are doing though.
It has nothing to do with "freedom of speech". This crap is spam. It's even more of a turn off than gold sellers. You at least expect those in every MMO. Not this.
I've seen new players asking for directions at the fleet and end up harassed and called a "Karen" when she/he called them jerks. By the time I sent them a message, they'd already logged out. This crap happens all the time because these kids are allowed to do whatever they want due to lack of proper moderation. It's no wonder actual new players quit so quickly when the game is filled with dark lords of the cringe.
It's also ironic that you're calling someone a snowflake while getting offended at the notion that SWTOR's chat is particularly bad. It takes a special kind of snowflake to not want to get rid of this kind of spam.
Avoiding an uproar from the *ahem* special community, while giving the rest of the playerbase a useful tool.
Mostly true, those players tend to be the lazy kind, they like to type... A LOT.
Then they enter groupfinder, you know, once a day :
[insert name]:Rofl, this so easy !
[insert name] rush into the mobs with 5-15% health.
[insert name] has died.
[insert name]: Wtf happened, huh, so bad.
[insert name] left the group.
Interesting to know that's worth a shot, if they get way out of hand. I never bothered reporting anything else than goldsellers.

though i think the mmo aspect of it suggest it as most if not all have chat and/or voice.
