Is there any rotation of items to buy or once removed items are never availabe to buy via cartel market again ?

What they do now is every time a new item is added (usually once a month), it goes on sale on Cartel Market for direct buy. You pay the coins, you get the item. At the same time it gets added to Ultimate Cartel Packs, so there's a small chance to get it randomly. There are so many potential items (years of them really), the odds of you getting what you want randomly is too low to be viable. The daily and weekly sales change. They do bring back old favorites, but you can't predict when the item you want will appear.

Your best bet is to use your cartel coins to buy reliable sellers like the Ultimate Cartel Packs themselves (8+ million), Master's Datacron (level 70 character boost, sell for 103+ million), and Commander's Compendium (rank 50 companion boost, sell for 29+ million). You can then sell these for credits on GTN and use the credits to buy what you want from other players on GTN. Just remember if you do this, you have to wait 36 hours (for subscribers) to sell the item on GTN. Also depending on competition you might get less credits or need to wait a few days for it to sell. If you price it low (prices I listed, do a search to verify before listing), it should sell within a few days.
