Did you try a check in Steam itself? It seems there is something wrong with the launcher.
RMB on the game - Properties - tab Local Files - Verify Integrity of Game Files.
ETA: I see you did. Best thing to try then is to remove the game itself and reinstall it. Copy the game folder somewhere else, uninstall the game, then reinstall, break the installation after the launcher has been installed (and you logged in once), then copy back the folder.
I said in my first reply to you that I did an integrity check, not helped. Since then I completly deleted the game from steam and reinstralled it , yet the launcher still do nothing cause I got the same error message.
The launcher logs every time it starts. Please check the log file information for anything other than INFO.
You can find the log file in the folder ..\steam\steamapps\common\Star Wars - The Old Republic\logs

If this isn't all, could you post some more?
If this is all, it's a Steam problem. According to some help page I checked, you can try to clear the download cache as described here.

@Frans -- did you ever fix this? i'm having the exact same problem. SW:TOR support told me to contact steam, but steam said to contact SW:TOR support.
When I went to the game directly ("C:\Program Files (x86)\Steam\steamapps\common\Star Wars - The Old Republic\swtor\retailclient\swtor.exe") and tried to run it, i got an error about missing files.
I did a little research and found those files are part of the Visual C++ Redistributable package. I am not sure how those files were removed, but I just upgraded to Win11, so that might be why.
Then, I went into Add or Remove Programs, selected each Visual C++ Redistributable package, selected "Modify", and then selected "Repair".
After that, everything ran perfectly.
