Learning a language for the sake of a game is idiocy!
See your facts yourself. Russia is largest country on the world, not the one with highest population. There is no reason to do translation for russian if you will be just a small minority of playerbase.
Translating it to Chinese would be way better alternative due to sheer numbers of people that china have, the more people live in country the higher number of possible newcomers. And in population numbers russia is nowhere close to china.
Another thing, we do have nothing against for russian to be added.
It is just you who can't get it that game have too low fundings, and is too old to even make sense ( is simply not worth)
Many players would switch to newer games instead of paying sub oc CCs.
Here is another thing you can't grasp. this game already offers hundreds of hours content for free.
You can't guarranty that russian players will pay for sub if they can play for free through most of it.
Most probably they will not even get half of revenue they needed to spend to complete a full translarion. So unless you offer to do it for free, it will simply NOT HAPPEN.
In modern times having mother language in games is not a must have.
It is merely a small quality of life thing if it is existant in game.
One more point to eso. You said that russian translation was added as a result of increase in online/playerbase and sales.
What that means is that russian translation was added AFTER that increase of sales meaning that translation had no impact on it but was merely a result of the increase not a cause for it.

Do you know how much money it costs just to do one cinematic? or how much additional space is needed for voice recordings and subtiltes, how many actors need to be paid for their services and so on?
EA would never go for it and honestly it would be a massive undertaking to add all of it in.
This will really give the game a new life, how can you not see such simple things.
That's still hundreds if not thousands of characters to go through, plus thousands more lines that need translating and in some cases more than that still.
The question of putting in Russian subtitles with English voice acting might get confusing and you'll be spending more time looking at the subtitles than focusing on what is going on in mission cutscenes and what not, you'd be missing the experience of why it is a game with a complete story and how it all fits together.
Why? Who knows...
Still not gonna happen mostly because this game bleeds its playerbase left and right these days, doesn't matter if they are Russians or not. Adding another language won't help much.
At the height of World War II, everyone also thought that adding the Russians would not change anything .... and they were wrong .... very much wrong
