Are mounts account bound or legacy bound? Or are they just per character only?

If I make a new character will I still have access to all the mounts on my main character?

Most mounts are character specific. Certain mounts you unlock (mostly from promotions and the like) will be available to you at character generation from your mail box.

Standard mounts are per character.
Promotional mounts will be in each new character's mail.
Certain mounts, primarily ones from the cartel market, will be put into "collections", where they can be replicated on other characters for a price.

There are 4 types of mounts and they work the same as any other item in the game:

1. Mounts that you can buy from the different Speeder Vendors in the game and that you will get as a quest reward. They are purely character specific.

2. Mounts that are part of an event reward or that you can buy from a reputation vendor. They are considered Legacy items and you can give them to any of your other characters in your legacy. Mounts that you have bought from a reputation vendor will have a 2 hour ingame cooldown timer that lets you sell it back to the vendor for the original cost. Only when that timer has run down is the mount considered bound to legacy and you can put it into your legacy cargo hold or send it to one of your other characters. They are not account-wide, since Legacies and Achievements are unique for each server.

2. Mounts that are Cartel Market items. They have a little Cartel Coin symbol in the corner which indicates their rarity (Bronze, Silver, Gold, Platinum) and can be bought with Cartel Coins in the Cartel Market or from other players with credits off of the GTN (Auction House) or via Trade. They are initially only for your character, but when you unlock it for that character you also unlock it in your Collections. You can go into your Collections and pay Cartel Coins to make that mount available to all of your characters on your entire account. You can then simply click the reclaim button as much as you want on every character to get that mount. Obviously they will then be bound to character and you cannot sell them.

4. Mounts that you get through special promotions, for example by subbing during a specific time or by redeeming a code on the Website for your Account. They will be for all the characters on your Account and will be available immediately when you log in and look into your mailbox.
