I have been subbed since 2013 and I am subbed on the game now while playing it on steam. There is no reason for the cards not to drop for me.
Incorrect, as others have said i am subbed via steam and got no cards. I know others' who have bought cartel coins and not got any cards.
f2p games gives card when you spent money to them at steam, but for SWTOR that is not currently working it seems, since we are not getting any even we pay
For F2P games, you need to unlock half the cards (4 for swtor) via spending money, then you need to get these cards to drop via playtime, then and only then you will be qualified for booster pack drops.
PS. Just remembered you can craft booster packs from gems. Still, there are like 90 packs for sale and hundreds of cards. I don't think they are all crafted.
