One thing you can do on new characters is do story only and ignore side missions and collectables as Wargtooth Shallows has a minimum level of 18 (presumably this was done to encourage secondary class usage as the previous mission gives you access to that feature). I am not sure if other story areas after it have minimum levels, as I run a specific route that gets me to level 40 in time for the final fight with the Dragon Lord, so haven't noticed a minimum level for those areas. It is very easy to get to Wargtooth Shallows being level 14, the lowest I managed is 12 on new characters. It's not a great solution, but at least it makes the early game a bit more interesting.
Maybe host a coop game with a high lev character and then join it, and then just park the high lev?
oh cool a rare gold thing my level, maybe in 20 levels will be weak enough to use.
