Why wasnt this included in the Borderlands Collection: Pandora's Box?

My guess would be because it's not a Borderlands game.

The blurb on that store page says "Includes all six acclaimed base games from the Borderlands franchise", which kind of proves it.

Makes me question who decided Tales from the Borderlands the visual novel is a Borderlands "base game" and not Wonderlands

The plot is canon to borderlands.

Also a questionable decision, as Tiny Tina's DLC was canon and I know a lot of people who went into Borderlands 3 with no knowledge of what happened in Tales of the Borderlands like Scooter being dead. Though I've never heard Wonderlands being strictly non canon.

Nothing plot relevant really happens in wonderlands if anything it’s a retread of the dlc from 2.

In 2 the dlc was relevant as a coping mechanism for Tina after Roland’s death. Wonderlands just exists to just kill game time and nothing else.
